● Treasurer’s Report and Adoption

● Mayor’s Report – James Martin
o Working meeting was not held on May 1, 2023 as a result of Mayor Martin’s absence.
o SAM Registration –
o Project and Expenditure (P&E) Report was completed and submitted.
o Updated code of ordinances to reflect new ordinances and changes after February 2023 meeting.
o Budget – First Reading of Budget will be at May Meeting – Let’s discuss our thoughts on tax rates.
o American Rescue Plan Funding Update – total amount of $132,864.00 as part of the American Rescue Plan Act (ARPA). The Bellemeade Commission wants input on how those funds should be spent. All costs must be incurred by December 31, 2024. Eligible uses are now greatly expanded since there is now a presumed amount of lost revenue up to $10,000,000 for each city. Cities can use their full amounts for traditional governmental services.

Current Commission Discussions Have Focused on:

Arbor Day Tree Planting – Saturday!

Bellemeade is having a tree planting demonstration!

Saturday, April 29, 2023 at 9:00am

124 Dorchester Rd.

Robert Woodford, from Sullivan Tree Company will demonstrate the proper way to plant a tree, and the best way to care for it after planting. 

Come and join us for Bellemeade’s Annual Arbor Day Event! We will have a wealth of information about trees including the planting demonstration and take-away literature. We will also provide coffee and donuts for those attending.

The first year after planting, watering is crucial to the survival and health of young trees. In fact, newly planted trees and shrubs are said to “Sleep, Creep, and then Leap” in the first three years after planting, when they are properly watered.

We are thrilled that so many residents are interested in keeping Bellemeade the City of Trees. To support canopy tree planting, Bellemeade Ordinance 2022-03 Canopy Tree Reimbursement, provides for reimbursement of up to $300 per year, per household for planting a canopy tree.

You can also purchase a tree from the same company where we obtained the trees for the lottery, Sullivan City Tree Company. Robert Woodford is our contact there and he can be reached at 502-608-2808.

Please remember, when and if you decide to plant a canopy tree, (or any other project that requires digging), it is critical that you check for underground utility lines in the area where you will be digging.  BEFORE you begin any digging, please call 811 or 1.800.752.6007, or go online to Kentucky 811 at https://kentucky811.org/homeowners/.  This will give all the utilities time to mark any underground lines so you can avoid hitting them. This simple process is free and necessary to avoid any utility disruptions.

o Working meeting of April 3, 2023 was held – Alan Lewis attended along with the commission members.
o Met with Shelby House President (Daryl Snyder) and Vice President (Linda Phillips)
o SAM Registration –
o Project and Expenditure (P&E) Report that is due April 30. The portal does not open April 1st – Geri, James, & Trish will meet April 22 to confirm the registration
o Contracted with Hatfield Media to move our website from GO Daddy to their server and change all logins so that only current commissioners have access and credentials. They will ensure that Security Patches occur regularly. James will hold website training for commissioners & staff May 8, 2023.
o Updated code of ordinances to reflect new ordinances and changes after February 2023 meeting.

o Working meeting of March 6, 2023 was held – no members of public attended.
o Several members of the public emailed me after the wind storm regarding the following issues:
● Tree down at 102 South Hampton – appears to be only on the property owners yard
● Alan Lewis indicates that LGE may place lower priority on the lines in the ditches because of difficulty of access.
o SAM Registration – Would request that Trish Scott accomplish this by March 23, 2023.
o Project and Expenditure (P&E) Report that is due April 30. The portal does not open April 1st – Lets plan to have Trish, Geri and me meet on a date in April to accomplish this.

Cindy Oppel Appointed as New Commissioner!

I am very pleased to announce that Cindy Oppel was appointed to the Bellemeade Commission last night. Cindy will serve as our commissioner for code enforcement. Cindy has a background in regulatory compliance at her employer. She has been a longtime resident of our city involved in various neighborhood activities, including participation in a book club.

Introduction of New Commissioner Candidates and Selection of New Commissioner

●    Robin Mountain has decided to resign his position and selection process of new candidate will be discussed.

o    “No vacancy by reason of voluntary resignation in the office of mayor or on a legislative body shall occur unless a written resignation which specifies a resignation date is tendered to the legislative body. The resignation shall be effective at the next regular or special meeting of the city legislative body occurring after the date specified in the written letter of resignation.” KRS 83A.040(7).

o    “If one (1) or more vacancies on a legislative body occur in a way that one (1) or more members remain seated, the remaining members shall within thirty (30) days fill the vacancies one (1) at a time, giving each new appointee reasonable notice of his selection as will enable him to meet and act with the remaining members in making further appointments until all vacancies are filled.” KRS 83A.040(5).

    • Spoke with Hatfield Media – Would like to get all IT and website, hosting, domain, under the control of city clerk.
    • Will update code of ordinances to reflect new ordinances and changes after February 2023 meeting.  Request that City Attorney Stephen Porter review and provide thoughts.
