{"id":1321,"date":"2015-10-16T09:45:22","date_gmt":"2015-10-16T13:45:22","guid":{"rendered":"http:\/\/bellemeade-ky.gov\/?page_id=1321"},"modified":"2024-02-19T20:04:41","modified_gmt":"2024-02-20T01:04:41","slug":"for-new-residents","status":"publish","type":"page","link":"https:\/\/bellemeade-ky.gov\/?page_id=1321","title":{"rendered":"Information for Residents"},"content":{"rendered":"<p>Welcome, we hope\u00a0 you will find information about our city useful.\u00a0 If you have unanswered questions, please contact the mayor or a city commissioner.<\/p>\n<p><strong>*********Revenue for the operation of Bellemeade City Government services<\/strong> comes mainly from property tax, insurance premium (LGPT) tax, and franchise fees.\u00a0 The LGPT generates more revenue than any other source.<\/p>\n<p><strong>Insurance companies <em>must<\/em> pay the insurance premium tax to<\/strong> the city in which you live. It is the responsibility of the insurance company to insure the correct taxing entity receives this money. This tax is\u00a0<strong>very<\/strong> important to the City of Bellemeade, so please let your insurance carrier (s) know that you live in Bellemeade, not Louisville.\u00a0 Our quarterly news letter contains a form you can send to your insurer.\u00a0 Thank you.<\/p>\n<p><strong>Property tax bills<\/strong> are usually mailed in October at approximately the same time as tax bills mailed by Jefferson County Sheriff&#8217;s Office.\u00a0 The property owner as of January 1 is responsible for payment of the tax<\/p>\n<p><strong>Tree Planting Reimbursement:<\/strong>\u00a0<\/p>\n<p>The City recently approved an ordinance providing for reimbursement of up to $300 to residents who purchase and plant a canopy tree. We are fortunate to have a wonderful variety of large, older canopy trees, and we want to encourage replacing those trees that are inevitably lost for various reasons. We want to ensure that Bellemeade continues to be the City of Trees as it has been for so long. Non-motorized small trailers may be parked on the <strong>grass behind the facade of the house.\u00a0 Violation<\/strong> of the ordinance can result in civil court action, impoundment of the vehicle(s), and a large fine. It is the responsibility of the property owner to abide by the ordinance regardless of who owns the vehicle(s).\u00a0 Call 311 with complaints \/ violation reports.<\/p>\n<p><strong> RIGHT OF WAY:\u00a0 <\/strong>If you plant trees, build brick mailboxes, or place anything else of substantial size in the right of way, you may have to bear the cost of removal if MSD, the Water Company, or any other public or private utility has to dig in the easement.\u00a0 State and local statutes prohibit the placement of signs within thirty feet of traffic signs or in the right of way.<strong><br \/><\/strong><\/p>\n<p><strong>City Email Alert \/ Notification System:\u00a0<\/strong>To sign up for the city email list for news, announcements and alerts, click <a href=\"https:\/\/mailchi.mp\/3a9134c6753d\/bellemeadesignup\">here<\/a>.<\/p>\n<p><strong>Yard sale:\u00a0 \u00a0<\/strong>Our city-wide yard sale is typically held the third Saturday in August.\u00a0 Please check the events page for more information.<\/p>\n<p><strong>City Government:<\/strong><\/p>\n<p>The City of Bellemeade chose to remain an independent, Home Rule City under the terms of the Kentucky Revised Statutes when Louisville and Jefferson County governments merged.\u00a0 Bellemeade has Commission form of government with a mayor, who can make motions and vote, and four commissioners.\u00a0 Commissioners and Mayor serve for without pay or compensation.\u00a0 The mayor is elected to a four-year term; commissioners to a two-year term.\u00a0 Each elected commissioner\u00a0 is responsible for one or more specific areas of operation of city business.\u00a0 Residents are urged to contact the appropriate commissioner or mayor for assistance or information.\u00a0 You are also invited and encouraged to serve on one of the committees that advise the commissioners and mayor.\u00a0 The commissioners meet the second Monday of every month.\u00a0 More information can be found under the City Government tab.<\/p>\n<p><strong>Street Parking:<\/strong> Vehicles must be parked<strong> with the flow of traffic with all four wheels on the pavement within six (6) inches of the edge of the pavement<\/strong> per Metro Ordinance.\u00a0 Universal statutes prohibit parking or sitting within thirty feet of stop or other regulatory signs.<\/p>\n<p>Please be careful that you do not park directly in front of the <strong>driveway of your neighbor across the street<\/strong> which could make it difficult for service trucks to turn in or back in the driveway.\u00a0 Please do not block access to <strong>on street mailboxes in the Moorgate<\/strong> section of our city.\u00a0 Also remember that parking on both sides of the street or too far out on the pavement creates a potential hazard for fast moving fire trucks and other emergency vehicles.\u00a0 Violators may be cited by LMPD for violations.<\/p>\n<p><strong>USPS Mail Service:\u00a0 Closest mail drop box <\/strong>is on Whipps Mill Road near BP Convenience Store near the railroad tracks or at the Lyndon USPS Branch on LaGrange Road.\u00a0 <strong>Mail delivery in Bellemeade comes out of two different USPS Branches.<\/strong>\u00a0 The mail from the Middletown Branch (on Evergreen Road) is delivered to those of us who have a street side mailbox and a 40223 ZIP Code.\u00a0 Mail out of the Lyndon Branch is delivered to those who have a 40222 ZIP Code and a mailbox at or near their door.<\/p>\n<p>The<strong> Agenda <\/strong>for the regular City Commission meeting shall be posted on this website one week prior to the meeting.\u00a0 If you want something considered by the Commission, please contact a Commissioner or email either <a href=\"mailto:mayor@bellemeade-ky.gov\">mayor@bellemeade-ky.gov<\/a> or <a href=\"mailto:clerk@bellemeade-ky.gov\">clerk@bellemeade-ky.gov<\/a>.<\/p>\n<p><strong>Trash Pick Up:<\/strong><\/p>\n<p>Trash collection is provided for residents by the City of Bellemeade. Recycle, trash, and yard waste are picked up every Tuesday.<\/p>\n<p>Each residence should have two large Rumpke containers, a brown one marked Rumpke for trash and a smaller green one marked recycle. Please do <strong>NOT<\/strong> place yard waste, construction material, bricks, lumber, etc\u00a0 in either of these containers.\u00a0 Containers with debris sticking out the top may not be picked up.\u00a0 If you are a new resident and do not find\u00a0 containers at your home, please contact <a href=\"mailto:mayor@bellemeade-ky.gov\">mayor@bellemeade-ky.gov<\/a> or the current public works commissioner.<\/p>\n<p><strong>Recycle items <\/strong>must be placed<strong> INSIDE <\/strong>the green recycle container<strong>.\u00a0\u00a0 Items left outside the container will NOT be picked up.<br \/><\/strong><\/p>\n<p><strong>Yard waste<\/strong> may be placed in a container or paper leaf bags that you provide;\u00a0 please mark the containers clearly with YARD WASTE lettering.\u00a0 Limbs must be cut to four feet or less and tied in bundles small enough for one man to handle. Our collection service is not obligated to pick up yard waste left behind by commercial contractors.<\/p>\n<p>You may place your containers and yard waste by the edge of the street on Monday night and retrieve the empties on Tuesday night. Please do not obstruct the right of way by putting the containers on the pavement.<\/p>\n<p><strong>Large items<\/strong> such as furniture, mattresses, etc. may be picked by arrangement with Rumpke.\u00a0 There is a charge for this extra service.<\/p>\n<p><strong>******************<\/strong><\/p>\n<p><strong>Please check your house numbers.<\/strong>\u00a0 Can the number be read from the street easily at night in case emergency personnel need to come to your home fast?<\/p>\n<p><strong>Insurance companies <em>must<\/em> pay the insurance premium tax to<\/strong> the city in which you live. This tax is\u00a0<strong>very<\/strong> important to the City of Bellemeade, so please let your insurance carrier (s) know that you live in Bellemeade, not Louisville.\u00a0 Thank you.<\/p>\n<p><strong>Please do not tape anything<\/strong> to the Stop Sign posts or the Street Light Posts; the tape harms the special coating.<\/p>\n<p><strong>Snow removal<\/strong> &#8211; When it snows three inches or more, we have a contractor plow the streets that are maintained by the City of Bellemeade. Cars parked on the street create problems and could be covered with snow or damaged by the plow. There is also the danger of slippery streets and some other drivers crashing into a parked vehicle.<\/p>\n<p><strong>The City of Bellemeade maintains the streets <\/strong>within the boundaries of the City of Bellemeade. Whipps Mill Road and Wood Road are Lyndon or Metro streets.<\/p>\n<p><strong>Unsightly signs that detract from the appearance of the city are not allowed <\/strong><strong>in the two Shelbyville Road entrances<\/strong> that are owned and maintained by the City of Bellemeade. Some use only mail, some check the internet, and some use email or text. Tell us which way you prefer to be contacted by your city commission.<\/p>\n<p><strong>**************<\/strong><\/p>\n<p><span style=\"color: #000080;\"><strong>Please be aware that Metro laws and codes\u00a0<\/strong>apply to all county residential areas including Bellemeade:<\/span><\/p>\n<p><strong>The City of Bellemeade is under the law enforcement jurisdiction of Louisville Metro Police Department (LMPD).\u00a0 <\/strong>We are served by LMPD Division 8, 2927 Goose Creek Rd, 40241; phone 503-574-2258, FAX 502-245-1249.\u00a0 <strong>911 &#8211; Please immediately report all suspicious behavior and suspected or known criminal activity to Louisville Metro Police Department by calling 911.\u00a0 <\/strong>You can call <strong>502-574-2111 Option 5<\/strong> with as much detail as you can provide to file a delayed report.<\/p>\n<p><strong>Discharge of firearms and open burning are not allowed anywhere in Jefferson County. \u00a0 <\/strong>Bellemeade residents can call LMPD to report discharge of firearms and St. Matthews &#8211; Lyndon Fire Department\u00a0 502-425-7474 to report burning violations.<strong><br \/><\/strong><\/p>\n<p><strong>Fire pits and grills for non-commercial cooking<\/strong>\u00a0are permitted with certain state and METRO restrictions.\u00a0 Fire pits must be located a minimum of fifty (50) feet from buildings and property lines per the state fire code.\u00a0 Fire pits and grills must not be used under structures constructed with wood or other flammable material or adjacent to or directly under trees or other flammable vegetation .<\/p>\n<p><strong>Building permits<\/strong>\u00a0and zoning changes must go through Louisville Metro.\u00a0\u00a0 <a href=\"https:\/\/louisvilleky.gov\/government\/construction-review\/building-permits\">https:\/\/louisvilleky.gov\/government\/construction-review\/building-permits<\/a><\/p>\n<p><strong>Door-to-door solicitors are\u00a0 REQUIRED<\/strong> to have a Metro Louisville solicitor&#8217;s license.\u00a0 The license is roughly the same size as our Kentucky driver&#8217;s license.\u00a0 The license is issued to individuals, not companies; therefore EACH solicitor is REQUIRED to have one.\u00a0 Unlicensed solicitors should be reported to the police.<\/p>\n<p><strong>Commercial advertising yard signs<\/strong> are not allowed on residential lawns except while contractors are working on a residence.
