There is no second reading for\nthe Ordinance regarding commission meeting rules at this time.<\/p>\n\n\n\n

Mayor Pro Tempore Andrew Miller\npresented \u201cAn Ordinance to Codify the Bellemeade City Ordinances\u201d for first\nreading. Creating a Code of Ordinances will facilitate dissemination of\nBellemeade\u2019s Ordinances as well as allow for easier amendments when deemed necessary\nby the City Commission. <\/p>\n\n\n\n

Commissioner Susan Dorten Jarl\npresented a schedule of events for 2020. The events will be included in future\nNewsletters.<\/p>\n\n\n\n

Mayor Pro Tempore Miller\ninformed that new email addresses for the City Commission have been created and\nwill be activated by Commissioner Bob Elliott. Website access and functionality\nwas discussed and it was suggested that it could be a topic of the next Working\nMeeting of the Commission. <\/p>\n\n\n\n

A proposal Regarding Working\nMeetings establishing voluntary open informal working meetings to be held on\nthe first Monday of each month to educate and inform with no Commission action taken\nwas presented for First Reading by Commissioner Andrew Miller. <\/p>\n\n\n\n

Ordinance 2019-11 amending\nOrdinance 2019-06 Designating the Location, Date and Time of the Regular\nMonthly Meeting for the City of Bellemeade, Kentucky as 107 North Chadwick\nRoad, Louisville, KY 40223, at 5:30 p.m. on the second Monday of each month\npassed unanimously.  Proposal to amend by\nCommissioner Andrew Miller; second by Commissioner Susan Dorten Jarl passed\nunanimously. Motion to adopt as amended passed unanimously; motion by\nCommissioner Susan Dorten Jarl, second by Commissioner Andrew Miller.<\/p>\n\n\n\n

Commissioner Susan Dorten Jarl\npresented insurance and security details of the Halloween Costume Contest and\nParade to be held on Sunday, October 27, weather permitting. <\/p>\n\n\n\n

Call to\nOrder: <\/strong>Mayor\nJohn W Miller called the meeting to order at the Northeast Regional Library at 7:00\np.m. announcing that this is a combination meeting comprised of a regular\nmonthly meeting and a public hearing concerning a property tax increase.\nAffidavit from Gannet Corporation was entered into the records affirming\nadvertisement of said hearing as required by law.<\/p>\n\n\n\n

Welcome to Commissioner James Martin: <\/strong>Mayor Miller welcomed James Martin to the commission, commenting that he\nis now officially a Commissioner with attendance at his first meeting after\nCommissioner Jennifer Gardner’s resignation..<\/p>\n\n\n\n

Approval of Minutes:  <\/strong>The August 12, 2019 Special Called Meeting\nand Commission Meeting Minutes were read, and a motion to accept both as\npresented was made by Commissioner Bob Elliott. Commissioner\nAndrew Miller seconded the motion which passed unanimously.<\/p>\n\n\n\n

Approval of Treasurer’s Report:  <\/strong>City TreasurerGeri Huff presented\nthe Treasurer’s Report, commenting that income decreases slightly this month\ndue to the State Road Fund and Interest Income being lower. The city did\ncollect $13,248 of insurance premium taxes. There was discussion about the low\nmoney market rates and City Treasurer Ms. Geri Huff informed the committee that\nshe is checking into the various options offered by the Kentucky League of\nCities (KLC).  <\/p>\n\n\n\n

Mayor Miller appointed a committee consisting\nof Treasurer Geri Huff and Commissioners Bob Elliott and James Martin to look\ninto investment options for the city including KLC’s fund recommendation as\nwell as other options. The committee will give a report on their findings at October’s\nmeeting.<\/p>\n\n\n\n

Commissioner Andrew Miller moved to approve\nthe Treasurer’s Report as presented. Commissioner Bob Elliott seconded; the\nmotion passed unanimously. <\/p>\n\n\n\n

Commissioner Reports \u2013 <\/strong>Yard\nSale: Commissioner Susan Dorten Jarl was not in attendance.<\/p>\n\n\n\n

Mayor Miller reported that Commissioner Dorten Jarl has arranged\nfor a Halloween event for Bellemeade children that will take place on Woodcleft Road at\n4:30 on October 27. Commissioner Martin informed that Lt. Cabrera has been\nnotified of this event.<\/p>\n\n\n\n

New Business<\/strong><\/p>\n\n\n\n

First Reading: An ordinance amending Ordinance\n2019-6 changing the time and date of the City Commission Regular Monthly\nMeetings. In answer to a question from a resident in attendance, it was pointed\nout that Regular Monthly and Special Called Meetings are open to the public and\nare announced on the official City website, the email notification system, and\nthe unofficial Bellemeade Forum page on Face Book. <\/p>\n\n\n\n

Second Reading and Public\nHearing:  Propose 2019 Tax Ordinance <\/a>was\npresented for Second Reading. There was discussion concerning the need to both\nincrease the tax rate to 7.1 cents per $100 valuation and amend the bills to\nreflect the correct date, including comments from the attending residents. It\nwas suggested that an explanatory note be sent with the tax bills that will go\nout later in September. Commissioner<\/a> Bob Elliott\nmoved to approve the tax ordinance as written, Commissioner Andrew Miller\nseconded and the motion passed unanimously. \nTitle of Ordinance shall become Ordinance No.\n2019 \u2013 7 upon publication required by Kentucky Revised Statute.<\/a><\/p>\n\n\n\n

Second Reading:  Proposed ordinance\ncreating commission member executive authority to assist in administering city\nfunctions and public services was read for the second time – a motion by\nCommissioner Andrew Miller to accept the ordinance as written was seconded by\nCommissioner Bob Elliott. The motion passed unanimously.  Title of Ordinance shall become Ordinance No.\n2019 \u2013 8 upon publication required by Kentucky Revised Statute.<\/p>\n\n\n\n

Second Reading:  Proposed\nordinance establishing City employee regulations received Second Reading;\nmotion was made by Commissioner Andrew Miller to approve as written, seconded\nby Commissioner Bob Elliott. The motion passed unanimously.  Title of Ordinance shall become Ordinance No.\n2019 \u2013 9 upon publication required by Kentucky Revised Statute.<\/p>\n\n\n\n

North Chadwick Road Transfer:\nCommissioner Andrew Miller moved to discuss Resolution 2019-1 regarding\nBellemeade taking full ownership of North Chadwick Road, and Commissioner Bob\nElliott seconded. The resolution authorized \nMayor John W Miller, Commissioner Andrew Miller, and City Attorney\nStephen Porter to negotiate with Louisville Jefferson County Metro Government\nto complete the process . Discussion about the various pros and cons of taking\nownership of North Chadwick included resident comments and questions. The Mayor\nMiller called for a vote, and the resolution passed unanimously. <\/p>\n\n\n\n

Resident concerns \u2013 <\/strong>Comments from the attendant\nresidents included the need for speed humps to be repainted, as well as the\nsigns being re-done preferably to be smaller and consistent. Additionally, the\nlights at the Shelbyville entrances are still in need of cleaning and repair.\nAndrew Miller will follow up on the lights and speed humps. <\/p>\n\n\n\n

Adjournment:  <\/strong>James Martin moved to adjourn, Bob Elliott seconded and the meeting adjourned\nat 8:23 p.m.<\/p>\n\n\n\n

Commissioner Andrew Miller announced that during the Special Called\nMeeting held at 6:00 p.m. this evening, James Martin was selected to fill the\nvacancy left by Jennifer Gardner\u2019s resignation. He will be sworn in, and will\nbegin serving as Commissioner as of September 9, 2019. James was present and\nthanked the commission for their votes.<\/p>\n\n\n\n

Update\nconcerning takeover of North Chadwick Road.<\/strong>  Commissioner Andrew Miller updated the\ncommission on the meeting he and Mayor John Miller attended with Metro\nrepresentatives on July 18, 2019, to discuss Metro\u2019s offer to give Bellemeade\nownership and control of North Chadwick Road. Discussion centered on cost of\nmaintenance and the need to plan for long term future expenses. Snow plowing\nand salting were discussed as well. <\/p>\n\n\n\n

Andrew\nMiller stated that a proposal will be presented at our next meeting for a vote\nat that time.<\/p>\n\n\n\n

Commissioner\nReports<\/strong><\/p>\n\n\n\n

Commissioner Jarl reported on her progress with the City Wide Yard Sale.\nAdvertisements have been placed in the Courier-Journal (both the print version\nas well as their website), Craigslist, Yardsales.net, and garagesale.com.\nNextdoor.com required a street address and she was working on resolving that.\nThe signs for the entrances have been difficult to place due to the ground\nbeing so hard. She will get heavier duty signs made to use in the future for\nboth our community events \u2013 Arbor Day and the City Wide Yard Sale.<\/p>\n\n\n\n

New Business<\/strong> – <\/strong>None<\/strong><\/p>\n\n\n\n

Resident\nconcerns \u2013 <\/strong>Commissioner Jarl received a complaint about a camper being\nparked in front of a house. Commissioner Miller commented that code enforcement\nor Stephen Porter will be consulted about whether this constitutes a code\nviolation.<\/p>\n\n\n\n

The Commission interviewed two applicants, James Martin and\nBen Zickel, for the position on Bellemeade City Commissioner vacated by\nresignation of Commissioner Jennifer Gardner as effective August 31, 2019.   Mayor Miller thanked Jennifer Gardner for\nher service on the Commission especially for her outstanding work in the\ndifficult position of Public Safety Commissioner. <\/p>\n\n\n\n

By written ballot, James Martin was appointed to complete\nJennifer Gardner\u2019s term on the Commission.<\/p>\n\n\n\n

Approval of Minutes:  <\/strong>The June 10, 2019 Commission Meeting Minutes\nwere read, and a motion to accept as presented was made by Commissioner Jennifer\nGardner. Bob Elliot seconded the motion which passed unanimously.<\/p>\n\n\n\n

The Minutes for the Special Called Meeting on\nJune 19, 2019, for the First Reading to change the meeting location were read;\na typographical error was noted by Commissioner Gardner. Andrew Miller moved to\napprove the minutes as amended to correct the error. Bob Elliott seconded the\nmotion which then passed unanimously. <\/p>\n\n\n\n

The Minutes for the Special Called Meeting on\nJune 21, 2019, for the Second Reading to change the meeting location were read.\nBob Elliott moved to approve the minutes as presented. Susan Dorten Jarl\nseconded the motion which then passed unanimously. <\/p>\n\n\n\n

Approval of Treasurer’s Report:  <\/strong>City TreasurerGeri Huff presented\nthe Treasurer’s Report, commenting that some taxes were collected, but no other\nincome was recorded. The City credit card yielded $383 in cash back benefits in\nJune. Commissioner Miller moved to approve the Treasurer’s Report as presented.\nCommissioner Gardner seconded; the motion passed unanimously. <\/p>\n\n\n\n

Commissioner\nResignation Letter – Commissioner Gardner presented the commission with her\nletter of resignation effective 8\/31\/19. Mayor Miller regretfully accepted her\nletter.<\/p>\n\n\n\n

Takeover\nof North Chadwick Road\n– Commissioner Miller reported that during discussion regarding the paving of North Chadwick Road,\nwhich has been rescheduled from 2021 to 2022, Metro offered to give control and\nresponsibility of the road to the City of Bellemeade.\nThere was discussion about the previous cost of paving and Metro\u2019s charges for\nrepaving which would be $165,000. Andrew Miller suggested that we should get\nbid to determine the financial impact to our city. Additional responsibilities\nwould include winter maintenance of North Chadwick. Andrew Miller and Mayor\nJohn Miller will meet with Metro representatives on July 18, to discuss and\nnegotiate our next steps.<\/p>\n\n\n\n
