{"id":4342,"date":"2022-05-07T08:30:47","date_gmt":"2022-05-07T12:30:47","guid":{"rendered":"http:\/\/bellemeade-ky.gov\/?p=4342"},"modified":"2022-05-07T08:30:48","modified_gmt":"2022-05-07T12:30:48","slug":"commission-agenda-monday-may-9-2022","status":"publish","type":"post","link":"https:\/\/bellemeade-ky.gov\/?p=4342","title":{"rendered":"Commission Agenda &#8212; Monday, May 9, 2022"},"content":{"rendered":"\n<p>Regular Meeting Agenda<\/p>\n\n\n\n<p>May 9, 2022 at 7:00 PM<\/p>\n\n\n\n<p>The 700 Room, 1st Floor<\/p>\n\n\n\n<p>700 North Hurstbourne Parkway<\/p>\n\n\n\n<p>Louisville, KY 40222<\/p>\n\n\n\n<p><strong>Call To Order &#8211;<\/strong><\/p>\n\n\n\n<p><strong>Approval of Previous Minutes &#8211;<\/strong><\/p>\n\n\n\n<p><strong>Reports &#8211; Each Report Will be Followed by Comments from Each Commissioner Who Wishes to Speak.<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Treasurer&#8217;s Report and Adoption<\/li><li>Mayor\u2019s Report &#8211; James Martin<ul><li>Working meeting was held via Zoom at 7:00 PM on May 2<sup>nd<\/sup>.&nbsp;&nbsp;&nbsp; The meeting was attended by James Martin, Geri Huff, Halle Brumleve, Sandra Walker, and resident Vicki Frantz who mentioned that LGE contractors left debri in the drainage ditch.<\/li><\/ul><ul><li>Bellemeade City Election will occur November 8, 2022 \u2013 The candidate filing<\/li><\/ul><\/li><\/ul>\n\n\n\n<p>deadline is Tuesday June 7, 2022 at 4:00 p.m.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>American Rescue Plan Funding Update &#8211; total amount of&nbsp; $132,864.00 as part of the American Rescue Plan Act (ARPA).&nbsp;&nbsp;&nbsp; The Bellemeade Commission wants input on how those funds should be spent.&nbsp; All costs must be incurred by December 31, 2024.&nbsp; Eligible uses are now greatly expanded since there is now a presumed amount of lost revenue up to $10,000,000 for each city.&nbsp; Only 4 or 5 cities in the Commonwealth received more than $10,000,000.&nbsp; All other cities can use their full amounts for traditional governmental services.&nbsp;<\/li><\/ul>\n\n\n\n<p>Therefore, we are no longer limited to the following categories.<\/p>\n\n\n\n<p>(1) Household Assistance &#8211; including food assistance; rent, mortgage, or utility assistance; counseling and legal aid; cash assistance to households are allowed, but they must be proportional to the negative economic impact on the household.<\/p>\n\n\n\n<p>(2) Investing in Water, Sewer, and Broadband Infrastructure <em>and Public Safety<\/em><\/p>\n\n\n\n<p>(3) Special-Purpose Districts \u2013.<\/p>\n\n\n\n<p>We may not use the funds for:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Pay for debt service or financing expenses<\/li><li>Replenish financial reserves (e.g., rainy day fund)<\/li><li>Satisfy obligations under a settlement agreement, judgment, consent decree, or debt restructuring<\/li><li>Violate existing federal, state, or local laws; regulations; or the intent, terms, and conditions of ARPA<\/li><\/ul>\n\n\n\n<p>Reporting Requirement<\/p>\n\n\n\n<p>Current Commission Discussions Have Focused on: &nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Drainage Ditch clearing behind South Hamptom<ul><li>Partial Reimbursement for Resident Home Camera Installation<\/li><\/ul><ul><li>Updating the streetlights \u2013 LED and adding more between.<\/li><\/ul><ul><li>Police security increase.<\/li><\/ul><ul><li>Tree Planting<\/li><\/ul><\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Commissioner Reports<\/li><li>Public Works \u2013<\/li><li>Public Safety \u2013<ul><li>Discussion of Video Surveillance at Entrances.<\/li><\/ul><\/li><li>Public Events \u2013<ul><li>Yard Sale&nbsp; &#8211; 8\/20\/22<\/li><\/ul><ul><li>Block Party&nbsp;&nbsp; &#8211; May 28, 22&nbsp; &#8211; 5:00 pm to 8:00 pm.<\/li><\/ul><\/li><\/ul>\n\n\n\n<p><strong>Public Comments &#8211; In Accordance with Commission Rules<\/strong><\/p>\n\n\n\n<p><strong>New Business \u2013<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Second Reading &#8211; Street Closure for Block Party Ordinance<\/li><li>Discussion, Consideration, and Possible voting on Street Closure for Block Party Ordinance<\/li><li>First Reading of July 1 2022 \u2013 June 30, 2023 City Budget<\/li><li>Discussion of July 1, 2022 \u2013 June 30, 2023 City Budget<\/li><li>Second Reading of Proposed Canopy Tree reimbursement ordinance<\/li><li>Discussion, Consideration, and Possible voting on Proposed Canopy Tree reimbursement ordinance<\/li><li>Discussion of Virtual or Physical Meeting Location Date for future Meetings &nbsp;&#8211; <strong>Ask City Attorney to Confirm limits of virtual meetings since state of emergency has ended.<\/strong><\/li><\/ul>\n\n\n\n<p><strong>Adjournment &#8211;<\/strong><\/p>\n\n\n\n<p>The next working meeting is scheduled for Monday, June 6, 2022 7:00 pm.
