MARTIN JR., 200 DORCHESTER RD<\/p>\n\n\n\n<p>BELLEMEADE COMMISSIONER<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Robin MOUNTAIN &#8211; 206 DORCHESTER RD<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Sandra WALKER &#8211; 210 DORCHESTER RD<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Halle BRUMLEVE &#8211; 8600 CHARING CROSS RD<\/p>\n\n\n\n<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Benjamin ZICKEL &#8211; 203 HOLLISWOOD RD<\/p>\n\n\n\n<p>The last day to file a declaration of intent to be a write-in candidate is Friday, October 28, 2022<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Open meeting protections require that no quorum of commission members (3 or more) should discuss (exchange ideas back and forth) regarding any matter of commission business without public notice.&nbsp; Any 2 members of the commission can discuss their views on matters of commission business without public notice. We are already doing an excellent job of this.&nbsp;<ul><li>The City\u2019s Code of Ordinances Section 30 Describes How the Commission Will Function.&nbsp; Section 30 is reprinted below:<\/li><\/ul><\/li><\/ul>\n\n\n\n<p>\u00a730.01: Commission Roles<\/p>\n\n\n\n<p>(A)&nbsp;&nbsp;&nbsp;&nbsp; A Commission Member shall be appointed by the Commission upon recommendation by the mayor to direct each area of City Government with executive authority as follows:<\/p>\n\n\n\n<p>(B)&nbsp;&nbsp;&nbsp;&nbsp; The mayor shall be responsible for City administration, response to emergency activity, budget, contracts, and signing articles for payment of City payroll and approved expenditures and other duties as prescribed by Kentucky Revised Statute.<\/p>\n\n\n\n<p>(C)&nbsp;&nbsp;&nbsp;&nbsp; The mayor pro tempore shall be responsible for assuming the duties of the mayor when necessary.<\/p>\n\n\n\n<p>(D)&nbsp;&nbsp;&nbsp;&nbsp; Public Events Commissioner shall be responsible for City events.<\/p>\n\n\n\n<p>(E)&nbsp;&nbsp;&nbsp;&nbsp; Public Lands Commissioner shall be responsible for land owned by the City and all maintenance and improvements thereon to include regulation of the posting of signs on said property.<\/p>\n\n\n\n<p>(F)&nbsp;&nbsp;&nbsp;&nbsp; Public Safety Commissioner shall be responsible for code enforcement and public safety in the City.<\/p>\n\n\n\n<p>(G)&nbsp;&nbsp;&nbsp;&nbsp; Public Works Commissioner shall be responsible for matters of public sanitation to include, but not limited to, trash, recycle, and yard waste collection and for streets and street lights within the City.<\/p>\n\n\n\n<p>\u00a730.02: General Responsibilities<\/p>\n\n\n\n<p>(A)&nbsp;&nbsp;&nbsp;&nbsp; <strong><u>Responsibility shall include<\/u><\/strong> generation of required activity, public notice and\/or advertisement where required, procurement, logistical application, personal supervision, and submission of signed invoice for payment for services and\/or products.<\/p>\n\n\n\n<p>(B)&nbsp;&nbsp;&nbsp;&nbsp; Authority to administer activity in area of responsibility shall be restricted only by Kentucky Revised Statute, budgetary limitations, vote of the full Commission, and\/or existing or future Bellemeade Ordinance.<\/p>\n\n\n\n<p>(C)&nbsp;&nbsp;&nbsp;&nbsp; Commission Members are authorized to conduct interviews and\/or meetings open to the public concerning issues within area of responsibility. Public Notice shall not be required for said public meetings in which a quorum of Commission members is not present. Records shall be kept documenting action taken at and by such meeting and forwarded in a timely manner to the City Clerk for inclusion in City records.<\/p>\n\n\n\n<p>(D)&nbsp;&nbsp;&nbsp;&nbsp; Commission members shall observe the statutory stipulations governing open meetings when collaborating on any matter concerning more than one City service.<\/p>\n\n\n\n<p>(E)&nbsp;&nbsp;&nbsp;&nbsp; Each Commission Member shall inform the full Commission of activity in area of responsibility on a quarterly basis in writing.<\/p>\n\n\n\n<p>(F)&nbsp;&nbsp;&nbsp;&nbsp; Commission Members are authorized to seek legal assistance through Kentucky League of Cities or Bellemeade City Attorney as necessary.<\/p>\n\n\n\n<p>(G)&nbsp;&nbsp;&nbsp;&nbsp; Vacancies on the Commission shall be filled by according to the provisions of Kentucky Revised Statute 83A.040 with first consideration given to the non-elected candidate with highest votes in the last past election provided that the candidate is still a resident of the City, still available to serve, and eligible to be appointed.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>American Rescue Plan Funding Update &#8211; total amount of&nbsp; $132,864.00 as part of the American Rescue Plan Act (ARPA).&nbsp;&nbsp;&nbsp; The Bellemeade Commission wants input on how those funds should be spent.&nbsp; All costs must be incurred by December 31, 2024.&nbsp; Eligible uses are now greatly expanded since there is now a presumed amount of lost revenue up to $10,000,000 for each city.&nbsp; Only 4 or 5 cities in the Commonwealth received more than $10,000,000.&nbsp; All other cities can use their full amounts for traditional governmental services.&nbsp;<\/li><\/ul>\n\n\n\n<p>Therefore, we are no longer limited to the following categories.<\/p>\n\n\n\n<p>(1) Household Assistance &#8211; including food assistance; rent, mortgage, or utility assistance; counseling and legal aid; cash assistance to households are allowed, but they must be proportional to the negative economic impact on the household.<\/p>\n\n\n\n<p>(2) Investing in Water, Sewer, and Broadband Infrastructure <em>and Public Safety<\/em><\/p>\n\n\n\n<p>(3) Special-Purpose Districts \u2013.<\/p>\n\n\n\n<p>We may not use the funds for:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Pay for debt service or financing expenses<\/li><li>Replenish financial reserves (e.g., rainy day fund)<\/li><li>Satisfy obligations under a settlement agreement, judgment, consent decree, or debt restructuring<\/li><li>Violate existing federal, state, or local laws; regulations; or the intent, terms, and conditions of ARPA<\/li><\/ul>\n\n\n\n<p>Current Commission Discussions Have Focused on: &nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Drainage Ditch clearing behind South Hamptom \u2013 issue include liability and resident permission to enter onto their property.<\/li><li>Partial Reimbursement for Resident Home Camera Installation<\/li><li>Updating the streetlights \u2013 LED and adding more between.<\/li><li>Police security increase.<\/li><li>Tree Planting<\/li><\/ul>\n\n\n\n<ul class=\"wp-block-list\"><li>Commissioner Reports<\/li><li>Public Lands \u2013<ul><li>Road Bids \u2013<\/li><\/ul><ul><li>Future Paving Costs<\/li><\/ul><ul><li>Stop Signs \u2013 Hurstbourne<\/li><\/ul><\/li><li>Public Works \u2013<\/li><li>Public Safety \u2013<ul><li>Public Safety Commissioner Robin Mountain\u2019s Meeting with John Aubrey of Kentuckiana Law Enforcement<\/li><\/ul><ul><li>Commissioner Sandy Walker will discuss her dissatisfaction with KLE and her concerns regarding KLE service \u2013 (Executive session if matters of public security should not be revealed in public record).<\/li><\/ul><\/li><\/ul>\n\n\n\n<p><strong>Public Comments &#8211; In Accordance with Commission Rules<\/strong><\/p>\n\n\n\n<p><a><strong>Other Possible New Business \u2013<\/strong><\/a><\/p>\n\n\n\n<p><strong>Adjournment &#8211;<\/strong><\/p>\n\n\n\n<p>The next working meeting is scheduled for Monday, July 4, 2022 7:00 pm.
