  • Treasurer’s Report and Adoption
  • Mayor’s Report – James Martin
    • MSD hole at end of North Chadwick (MSD plated)
    • Multiple letters written to parkers on grass this month
    • Does not appear state removed limbs in US 60 right of way.
    • American Recovery Plan Funding Update – total amount of  $132,864.00 as part of the American Rescue Plan Act (ARPA).    This is substantially lower than the preliminary estimate, but was reduced after our budget certification was received.  The Bellemeade Commission wants your input on how those funds should be spent.  All costs must be incurred by December 31, 2024.  Eligible uses include:

(1) Household Assistance – including food assistance; rent, mortgage, or utility assistance; counseling and legal aid; cash assistance to households are allowed, but they must be proportional to the negative economic impact on the household.

(2) Investing in Water, Sewer, and Broadband Infrastructure

(3) Special-Purpose Districts – including school districts, water districts, or fire districts – will not receive funding allocations; however, cities may transfer money to these districts to further goals of the act. Similarly, cities may transfer funds to county governments and vice versa.

Current Resident suggestions are

  • Updating the streetlights – LED and adding more between.
    • Drainage issues on north chadwick 100 block
    • Security cameras at entrances.
    • Twice year large junk pick up.
    • Broadband access for City of Bellemeade
    • Hotspots or broadband for NERL library branch
    • Helping low income Bellemeade residents with sewer bills
    • Sewer improvements
    • Removing old trees on Shelbyville road and planting new ones.
    • Pipeline on the South Hampton Woodcleft Ditch
    • Autumn leaf composting
    • Teaming with other small cities to fund a solar array.
    • Community ministry food pantry
    • Library donation
    • Fire district donation
    • Water pressure increase
    • Police security increase.

  • To respond to the public health emergency of COVID-19 or its negative economic impacts, including assistance to households, small businesses and nonprofits, or aid to impacted industries such as tourism, travel and hospitality;
    • To provide premium pay of up to $13 per hour to essential workers – those needed to maintain continuity of operations of essential critical infrastructure or other sectors determined by the governor – during the public health emergency or provide grants to eligible employers. This is in addition to wages the worker otherwise receives and may not exceed $25,000 for any eligible worker;
    • For the provision of government services to the extent of the reduction in city revenue due to the COVID-19 public health emergency relative to revenues collected in the city’s most recent full fiscal year prior to the emergency (FY 2019); or
    • To make necessary investments in water, sewer or broadband infrastructure.

Investment Committee Recommendation

One area of commission emphasis in 2021 is the investment of city savings. Our citizen investment committee met in January, February, and March and has provided a detailed recommendation for growing the city’s funds in a safe and responsible way. In summary, the investment committee recommended that approximately 60% of the city’s savings be invested in FDIC insured money market accounts, and the remaining 40% be invested in an exchange traded fund (ETF) portfolio which contains a stop loss trigger. This means if the fund loses more 10% of its value in a market downturn, the investment is automatically converted to a more conservative bond ETF portfolio.
